Because of specific expertise with high-volume, multi-lane vehicle classification, RDS is looked to for the majority of the most demanding sites in Maryland, such as multi-lane classification count stations along I-95, I-495, and I-270. These roadways are up to 12 lanes and have AADTs in excess of 240,000 vehicles; they are among the highest volume roadways in the nation. RDS is also performing all of ODOT’s contracted Interstate vehicle classification, including similarly challenging assignments to those in Maryland.

Portable Machine Volume, Classification, and Weigh-in-Motion studies performed throughout the State of Maryland. Permanent ATR (WIM) station calibration. Permanent ATR station evaluation and maintenance. Permanent ATR new technologies installation. Regular counts at 6 of the Weigh-in-Motion sites used for the FHWA’s Long Term Pavement Performance program.

Statewide Portable Machine Classification of vehicles on state highways and rural and urban interstate highways in two to eight lanes, concentrating on the high ADT, heavily commercially traveled Interstates 35, 40, and 44. RoadRAMP is being used for all site locations with two or more channels from a shoulder.

Roy Colquitt, President - co-founded RDS in 2005 with John Reed, Manuela Mathieu, and Marion Herrington. He serves as its President and CEO. In his current role, Mr. Colquitt is responsible for the company’s daily operations, data/information systems, proposal management, and planning and oversight of contract performance. His professional experience includes 10 years as Technical Operations Manager and Vice President of Progressive Engineering Technologies Corporation. Prior to that, he served 9 years as Merchant Program Manager and Assistant Vice President of Citizens Bank of Maryland. He graduated from the University of Maryland Baltimore County with a degree in Political Science and attended the University of Baltimore for 2 years, completing course-work in Business Administration. Mr. Colquitt is a co-inventor of RoadRAMP axle sensor.
 
 
 
John Reed, Vice President - manages Field Operations and Marketing.  With 28 years of experience in all phases of vehicle data collection, his expertise is used daily in fulfilling his primary responsibilities for project management relating to field operations, logistics, and best-methods. In his current role, he is also responsible for new business development. Prior to the formation of RDS, Mr. Reed founded Progressive Engineering Technologies in 1991 and his professional experience includes serving 15 years as its President and Project Manager. He also worked in contract administration for the City of San Jose, California for 8 years. He graduated from West Valley College with a degree in Electronics Engineering and holds patents for the PET Switch and RoadRAMP axle sensors.
